HEAD OF MHPSS DEPARTMENT

Over one year after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska and Zapporizhzhia), the West (Ivano Frankivsk and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv). »

In order to provide leadership and a technical support to implement all MHPSS activities to ensure a rapid and quality emergency response during an emergency deployment, we are looking for a Head Of MHPSS Department.

Under the supervision of the Deputy Country Director, you will define, supervise and coordinate MHPSS programs and strategies. To guarantee the quality, the relevance and the scaling of the MHPSS intervention strategy, following ACF, international and national policies and standards.

More precisely, you will be responsible for the following missions:

• Contribute to the country strategy and to define the strategy and positioning of the MHPSS Department and MHPSS program strategies.

• Collect and analyse internal and external data on the MHPSS context and analyse MHPSS humanitarian situation.

• Communicate collected and analysed information internally and externally, and with the head office.

• Ensure the definition and quality of mission sectoral strategy in agreement with the ACF international and national frameworks.

• Coordinate identification of needs and formulation of project proposals.

• Propose intervention strategies based on identified needs and Ensuring a cross-cutting approach to interventions.

• To support implementation and reporting on programmes/projects.

• Provide technical support (direct and remote) to the ACF Program Managers and MHPSS team as well as ACF partners.

• Ensure active involvement of ACF in the national sectoral coordination, the technical platforms and develop sectoral partnerships.

• Support the recruitment of the MHPSS team.

• Identify training needs and provide trainings of the MHPSS team when required, develop technical skills of the MHPSS teams in line with the sector’s evolution.

• To promote capitalization, development, technology and research of the MHPSS department.

• Guarantee and ensure the confidentiality of data collected during the MHPSS&P activities of the mission.

You hold a Masters degree in Clinical psychology with at least a 3 years experience in a similar position.

You have a strong experience in MHPSS sector.
You have an experience in leadership with an excellent managerial and supervisory skills
You have an experience in project management with an excellent planning.
You have an experience in emergency and in humanitarian environment.

• Fixed term contract under French legislation: 6 months

• Salary
  • Monthly gross salary from 2597 to 2968€ upon experience
  • Reimbursement of the pension insurance for non
  • French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 838€ net, field paid
  • Monthly country allowance: 450€
