Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

About the job

The Shelter and Settlement Team Leader will play a pivotal role in leading the DRC response for Shelter and Settlements in the South Ukraine Area. This includes supervising members in the Shelter and Settlements team; delivering technical support and guidance to the team in Shelter and NFI response; and ensuring the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC. The Shelter & Settlements Team Leader will develop and maintain good relations with persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities. Strong leadership skills and exceptional organizational abilities are essential for success in this role.

This role has an area focus and ensures compliance to DRC procedures and guidelines within the South Ukraine area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to Area operations.

Your main duties and responsibilities will be:

Management:

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of all Shelter & Settlements activities.
  • Undertake regular monitoring of activities, and quality assessment; and provide technical support and inputs.
  • Provide timely weekly and monthly status reports.
  • Accountable for people management of employees.
  • Accountable for ensuring that agreed work plans and tasks set by the Area Manager are implemented on time.
  • Hiring and termination of employees and conducting performance appraisals.

Programming & Operations:

  • Ensure efficient and effective program implementation while following the budget and work plan.
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors.
  • Lead the team in carrying out monitoring and evaluation exercises.

Coordination and representation:

  • Collaborate with relevant internal and external technical experts on sector relevant issues.
  • Represent DRC at meetings and other relevant technical coordination meetings.
  • Ensure strong integration with all other DRC sectors. Collaborate closely with the Area Manager and other departments to ensure effective Shelter & Settlement action.

Project development:

  • Develop project plans and budgets for funding.
  • Develop and monitor project tools.
  • Project implementation and reporting.
  • Monitor and evaluate projects.

Logistics/Finance:

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.


About you

To be successful in the role of Shelter and Settlement Team Leader, we expect the following:

  • Minimum 1 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response in Shelter and/or Emergency Response programmes.
  • Minimum 1 years of practical experience in the relevant sector area working for an INGO.
  • Proven management skills and a competence in people management.
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Full professional proficiency in English.
  • Previous field experience..
