Activity Background FHI 360 is recruiting candidates for the position of Chief of Party (COP) to lead, guide, and oversee the strategy, programming, technical and financial aspects of a forthcoming USAID Mental Health Activity in Ukraine. This five-year, $50-$100 million program will be anchored in the development of a modern, evidence-informed, integrated mental health system that creates a framework for services offered across all levels of care—from self-care to specialized services. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges during the war and recovery. This position is contingent on donor funding. Job Summary The COP will be responsible for developing and maintaining the overall vision, strategy, and technical direction of the project. They will serve as the project’s principal contact point with USAID, Government of Ukraine counterparts, donors, international and local partners, media, private sector, civil society, and other key collaborators. They will oversee a consortium of international and local partners with a focus on leading project activities, timelines, budgets, and deliverables, ensuring compliance with funder and national regulations, and fostering a safe and equitable working environment. They will proactively identify challenges and risks and work with other key personnel to adapt programming in a complex operating environment. They will assume responsibility for design, delivery, and progress against the approved work plan and budget, reporting against the performance monitoring plan, and overall compliance with all applicable USAID and FHI 360 rules and regulations. They will be expected to identify issues and risks related to the activity implementation promptly and suggest appropriate activity adjustments. The position will be based in Kyiv, Ukraine.   • Lead a consortium of collaborators to facilitate coordination and help identify and leverage opportunities for mental health and psychosocial support (MHPSS) integration and innovation across all levels of care. Requires strong understanding of current levels of institutionalization, decentralization, and related mental health reforms and initiatives
  • Develop and maintain strong working relationships with USAID, other USG entities, Government of Ukraine stakeholders, partners, other donors, clusters and technical working groups, private sector partners, and other key stakeholders
  • Provide technical guidance for evidence-based mental health interventions in humanitarian and long-term development settings
  • Responsible for design, delivery, and progress against approved work plan and reporting against the performance monitoring plan. Supervise the development and submission of program deliverables. Responsible for ensuring the timely and quality completion of all technical and financial deliverables and reports in accordance with USAID guidelines
  • Oversee financial and administrative management of the program, ensuring compliance with USAID and FHI 360 rules and regulations
  • Oversee the establishment of effective project systems for reporting, monitoring and evaluation, financial management, personnel management, security, logistics, and procurement, ensuring that program results are met
  • Ensure that operational functions are compliant, efficient, and meet project needs;
  • Manage long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results and integrating mechanisms to care for staff’s mental health in collaboration with HR personnel
  • Promote sustainability of project activities through linkages to other programs, capacity strengthening of project staff, and institutional strengthening of GOU, implementing partners and community-based organizations
Required Qualifications
  • Master’s degree in international development, public policy, public health, psychology, social work, or related field from an accredited university.
  • Minimum of 15 years of experience of relevant management, supervisory and technical experience working on similar projects in complex environments. Minimum of 10 years in strategic leadership of line management positions.
  • Experience managing USAID projects (preferably as a Chief of Party) and strong knowledge of USAID programming rules and regulations, grants programs, and monitoring and evaluation policies and procedures.
  • Experience working with health systems, health policy, and/or mental health systems and workforce preferred.
  • Experience living and working in similar contexts required. Experience working in Ukraine preferred. Prior experience working in conflict settings preferred.
  • Demonstrated ability to manage and support diverse teams and leading consortia of local and regional expertise.
  • Strong knowledge of, and commitment to, gender and social inclusion and equity.
  • Demonstrated leadership, organizational development, partnership-building, managerial, teambuilding and communication skills.
  • Proven ability to develop relationships and coordinate with government officials, private sector, civil society, and non-governmental organizations.
  • Demonstrated knowledge of United States Government/USAID rules, regulations, policies, and procedures as they relate to project compliance and reporting.
  • Verbal fluency and written fluency in English required; working knowledge of Ukrainian is strongly preferred.
