Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the
Senior Programme Officer (MHPSS), the Operations Officer (Mental Health and Psychosocial
Support (MHPSS)) will be responsible for managing and overseeing the implementation of the
International Organization for Migration (IOM) Mental Health and Psychosocial Support
(MHPSS) programme activities in Ukraine.
Core Functions / Responsibilities:
1. Oversee the implementation of MHPSS programme activities in Ukraine in line with the
Inter-Agency Standing Committee (IASC) Guidelines on MHPSS and relevant derivative
products and relevant IOM rules and procedures, including the IOM manual on
Community-Based MHPSS in emergency and displacement.
2. Support IOM MHPSS efforts in localization through overseeing IOM’s MHPSS implementing
partner project operations, including application processes, onboarding and project supervision
during implementation. Manage MHPSS implementing partner projects in the East of Ukraine,
while overseeing partnerships in other locations on a needs basis. Represent IOM in
implementing partner-related working groups and meetings.
3. Administratively supervise IOM’s emotional support hotline operations and ensure appropriate
workflow, supervision and publicity. Ensure overall supervision of the 25+ hotline personnel.
4. Represent IOM in the National and sub-national Mental Health Technical Working Groups
and other technical coordination platforms and ensure IOM’s representation in other technical
MHPSS sub-working groups at national, regional and local level.
5. Substantively support the operational planning, design, oversight and implementation of
projects under other units (Migration, Sustainable Development and Livelihoods, Transition and
Recovery, etc) in the Ukraine country office.
6. Serve as focal point and oversee the durable solutions portfolio of the MHPSS programme,
including for MHPSS and Livelihoods integration projects, and develop programme and funding
proposals, overseeing countrywide project implementation and ensuring the timely rollout of
activities.
7. Oversee information management, reporting and project management support to the MHPSS
programme in collaboration with the relevant units of IOM mission.
8. Prepare weekly, monthly and periodic reports on IOM MHPSS activities in line with the
mission reporting guidelines and ensure programme activities overviews, donor updates,
reporting to regional and headquarters officers are done in a timely manner in collaboration with
the project support unit.
9. Provide project management backstopping and support to the implementation of capacity
building activities, mobile teams and implementing partners of the MHPSS programme. Ensure
proper documentation, including regular reporting, to the donor as required in the donor
agreements.
10. Ensure the integration and consideration of cross-cutting issues such as gender, children,
disability and other vulnerable groups in the programme.
11. Establish and maintain strong working relationships with local authorities under the
coordination of the IOM Area Manager and relevant Head of Office.
12. Ensure Prevention of Sexual Exploitation and Abuse (PSEA) policies and guidelines are met
by the MHPSS programme across Ukraine as PSEA focal point for the programme.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Psychology (Clinical and Counselling), Social Work, Anthropology from an
- University degree in the above fields with seven years of relevant professional experience.
- Professional clinical accreditation with a recognized psychological or mental health association
Experience
- Familiarity or previous work experience in the region is required.
- Experience in managing, implementing and coordinating psychosocial support programmes in
- Experience in providing project management support in an emergency (required).
- Experience working in integrated MHPSS programming, including livelihoods and durable
- Experience in working with and managing implementing partnerships (desired).
- Experience in representing MHPSS programming and working in a coordination function
- Experience in remote hotline management (desired).
- Experience in a complex humanitarian emergency or post-conflict environment (desired).
- Participation to IOM corporate Academic programs in Psychosocial Interventions in
- Knowledge and experience in facilitating training and developing curricula in MHPSS.
Skills
- Knowledge of project management cycle and experience in coordinating and implementing
- Proven communication skills and the ability to work in multicultural environments, showing
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of
Ukrainian or Russian and/or another official UN language (Arabic, Chinese, French, and
Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
