Overview:
URC is searching for an experienced Deputy Chief of Party (DCOP) Technical for the anticipated five-year $909M USAID FHR Activity in Ukraine. The purpose of the activity is to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scare resources, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. Mitigation of corruption across the health system is a key overarching aim. The Activity will center on designing and implementing evidence-based interventions necessary to ensure the success of health reform efforts in Ukraine. This transition will involve moving away from the unjust Russian aggression and occupation, towards the reconstruction and rehabilitation of Ukraines health system during the recovery period. Key areas of focus will include health governance/financing, capacity development of the health workforce, digital health, garnering public support and health care service delivery.

Responsibilities:
The DCOP Technical is responsible for supporting the COP and ensuring compliant implementation of FHR activities. The skills and experience of the position complement those of the Chief of Party (COP), with an emphasis on health system strengthening and health reform expertise. This position is a member of the Senior Management Team.

The roles and responsibilities include, but are not limited to, the following:
  • Directly assist the COP in providing technical leadership for project implementation and course correction based on the creation and use of a learning agenda;
  • Leads the multi-disciplinary technical team, including managers and specialists, that focuses on health governance/financing, health workforce, digital health, garnering public support and health care service delivery;
  • Accountable for the achievement of results, ensuring quality of technical assistance is maintained at the highest standards, and project technical objectives and deliverables are met in a timely manner;
  • Serve as a technical expert in at least one of the following technical areas critical for the success of the health reforms in Ukraine gradually transitioning from unjust Russian aggression and occupation to reconstruction and rehabilitation of the health system in Ukraine during recovery period: health governance/financing, health workforce, digital health, garnering public support and health care service delivery;
  • Analyze complex data, identify trends, and make evidence-informed decisions while ensuring dissemination of technical learning across the program and amongst relevant external stakeholders;
  • Directly supervises Team Leaders responsible for the implementation of FHR’s strategics objectives;
  • Responsible for promoting partnership and multi-sectoral collaboration;
  • Responsible for timely submission of high-quality work plans, reports, and other products;
  • Provide high quality technical support to the central government with formulation and implementation of guidelines and policies;
  • Engage technical experts at URC home office and STTA consultants strategically to support achievement of the project objectives in a timely manner;
  • Serve as Acting COP in his/her absence.

Qualifications:
  • Masters degree in public health, Medicine or related field;
  • Minimum eight years of senior-level professional experience in managing and implementing health systems strengthening programs in the areas of health policy and administration, service delivery models, health management, assessment of health systems, health system financing and supervision of activities and teams;
  • Minimum 8 years of demonstrated excellence in a management position in an international health and development context, with specific experience in conflict settings, including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management;
  • Demonstrated understanding of the Ukraine health system landscape and context;
  • Demonstrated hands-on experience in building government, non-government, and community capacity to address health issues;
  • Demonstrated leadership capacity to build and lead technical teams;
  • Demonstrated ability to build and maintain relationships with senior-level officials particularly interacting productively, proactively, and comfortably with national and subnational government officials and institutions, NGOs/CSOs, patient groups, private sector, USAID, and other donors;
  • Strong oral and written communication and presentation skills in English and Ukrainian.
