The Opportunity

The anticipated five-year USAID-funded Furthering Health Reform and Recovery Activity in Ukraine will strengthen the health system and support the Government of Ukraine (GoU) to move the health reform process forward. As people reconnect to care despite the ongoing Russian invasion, the project will strengthen sustainable health financing and governance of healthcare; improve health workforce capacity for accountable provision of quality healthcare; expand reach and capacities of digital health platforms and tools driving transparency and accountability; and restore health services and reconnect people to care.

The Universal Health Coverage (UHC) Advisor will lead the design and execution of activities to strengthen sustainable financing in support of UHC, including strategic purchasing, public financial management, and payment reform. At the national level s/he will work with technical counterparts in the Government of Ukraine to promote best practices, and to strengthen the cost, oversight, and implementation of the Program of Medical Guarantees (PMG), while supporting the transformation of supporting systems to enable the implementation of reforms at the local level. The UHC Advisor will build a broad coalition of support for health reform through key technical partnerships, and will represent the project in technical forums, and in engagement with USAID and other relevant stakeholders as appropriate.

The position will be based in Kyiv, Ukraine and is contingent upon project award to Abt.

Core Responsibilities

  • Supports the project’s sustainable financing portfolio, including technical advisory to the relevant ministries and agencies of the Government of Ukraine (GOU)
  • Contributes to the development and implementation of annual work plans and provides technical oversight for all FHR health financing activities.
  • Implements a system to ensure technical quality and fidelity in FHR’s target regions and districts.
  • Works with government counterparts including the MOH and NHSU and with hospital networks, especially at the primary healthcare level, to provide strategic advice on monitoring the implementation of health finance reforms, strategies, and activities and adapts them in response to context changes and accumulated implementation experience.
  • Supports the optimization of the Program of Medical Guarantees (PMG).
  • Provides technical assistance on reforms necessary to achieve UHC, including strategic purchasing and PFM reforms.
  • Prepares health finance technical reports, workplans, and quarterly reports.

What We Value

  • Bachelor’s degree in health economics, administration, economics, finance, public policy, public health or other relevant field; Master’s preferred;
  • Minimum of 9 years (with a Bachelor’s degree) or 7 yrs (with a Master’s degree) of relevant work experience in health finance reform and implementation in Ukraine or similar country settings;
  • Directly relevant work experience in a government, bilateral or multilateral development agency, consulting firm, NGO, or think tank, specifically in one or a combination of the following: leading or participating in economic studies and analysis; policy development; health finance and/or policy analysis; economic or health finance research; and/or leading a team conducting such studies, analysis, or advisory work.
  • Experience working with the Ministry of Health, National Health Services of Ukraine (NHSU) and/or other ministries or subnational governments preferred;
  • Proven ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy;
  • Strong interpersonal, writing and oral presentation skills in English and Ukrainian are required.
