The Opportunity

The anticipated five-year USAID-funded Furthering Health Reform activity and Recovery in Ukraine Activity (FHR) will strengthen the health system and support the Government of Ukraine (GoU) to move the health reform process forward. As people reconnect to care despite the ongoing Russian invasion, the project will strengthen sustainable health financing and governance of healthcare; improve health workforce capacity for accountable provision of quality healthcare; expand reach and capacities of digital health platforms and tools driving transparency and accountability; and restore health services and reconnect people to care.

The Deputy Chief of Party (DCOP) will be providing technical and managerial support to the COP, assisting in areas including work planning, performance management, continuous learning, and technical assistance to government counterparts. The DCOP will oversee project technical teams and staff. This includes working closely with Abt’s home office, COP, and project leads to develop work plans and monitor activity timelines of program activities at the local health system level in collaboration with program partners. You will be based in Kyiv, Ukraine and will report to the Chief of Party (COP). The position is contingent upon a project award to Abt Associates.

Core Responsibilities

  • Work directly with and support the COP on all tasks including providing vision and overall leadership to activity; liaising with USAID, senior government officials and counter parts, the donor community, and other USAID programs; and ensuring high quality of project deliverables.
  • Directly oversee project technical work and ensure the technical team remains focused on achieving overall project objectives and contractual targets.
  • Supervise senior technical teams on areas that may include health system strengthening, health financing, policy reform, human resources, governance, and/or community engagement.
  • Oversee program management, including grants technical strategy and management.
  • Lead and oversee all technical assistance, including those delivered by subcontractors and grantees, across the priority technical areas. Identify and mobilize specialized technical assistance needs.
  • With COP and technical advisors, develop work plan, with a focus on technical quality, activity budgeting and scheduling (incorporating procurement timeframes).
  • Liaise with operations and finance teams to ensure strong linkages between project implementation and operations.
  • Collaborate with relevant team members to ensure high visibility of project accomplishments in and beyond Ukraine.

What We Value

  • Master’s Degree + 12 years of experience in a relevant area of public administration, public health, or other related field.
  • Technical experience working on a health systems program, particularly related to policy reform, health financing, community engagement, health governance, primary health care, and/or private sector engagement.
  • Strong relationship management skills. Must be able to manage relationships with donor, and internal and external program stakeholders and partners.
  • Deep understanding of the Ukrainian health system and a strong knowledge of the cultural and power dynamics in country
  • Advanced interpersonal and oral and written skills are required in English and Ukrainian.
  • Strong ability to foster positive relationships with and diverse stakeholders.
  • Demonstrated ability to lead/supervise a diverse team on projects of similar scale.
