POSITION SUMMARY:

Project HOPE seeks a Monitoring, Evaluation, Accountability, Results and Learning (MEARL) Advisor to provide monitoring and oversight for an upcoming USAID Flagship Mental Health Activity. This five-year, roughly $50-$100 million activity intends to support the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery.


The MEARL Advisor will be responsible for the development and implementation of monitoring frameworks, collation and presentation of lessons learned, integration of M&E and data quality throughout the Flagship Mental Health Activity. They will lead overall program quality across Activity objectives, build capacity for monitoring and learning, and establish systems for sustainable knowledge management. The MEARL Advisor will spearhead design of Results Frameworks, data quality assessments and continuous quality improvement (CQI). The MEARL Advisor reports to the Technical Director and carries out any other tasks assigned by the DCOP.


This position will be based in Ukraine. Ukraine nationals are strongly encouraged to apply. The Flagship Mental Health Activity is anticipated to begin in November 2024.


This position is contingent upon award.


PRINICIPAL RESPONSIBILITIES:

  • Establish monitoring, evaluation and learning frameworks, including development of Activity Monitoring, Evaluation, and Learning (MEL) Plan;
  • Provide expert advice on Activity metrics, tools, and approaches to measure progress and systems for course-correction where necessary;
  • Lead data quality initiatives such as Data Quality Assessments and guarantee the accuracy of measures;
  • Deliver capacity development training sessions for sub-grantees;
  • Devise knowledge management tools to capture evidence-based lessons;
  • Assist in data collection and reporting, development of learning plans, and creation of tools and systems to improve data capture and reporting;
  • Establish and maintain productive relationships with key stakeholders, including implementing partners, GOU line ministries, local government officials, NGOs and community groups;
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s-level degree in public health, data and statistics, or related field; Masters preferred;
  • A minimum of 7 years of experience in designing and implementing project monitoring, evaluation and learning in Eastern Europe;
  • Experience in monitoring and evaluation of public health activities, especially social protection/psychosocial support initatives.
  • Experience with and understanding of Global Health Initiative, USAID M&E frameworks;
  • Excellent oral and written communication skills, including the ability to present materials in meetings, at conferences and to write project documents (including research and evaluation design plans, logic models, data collection and data analysis plans, and final reports) with minimal revisions;
  • Knowledge of research and evaluation (process, outcome, impact) concepts and principles, and the ability to apply them during the implementation of project tasks; ability to design large evaluation development plans. Data collection (key stakeholder interviews, focus groups, surveys, and secondary data analysis techniques), data management, and data analysis skills, experience with SPSS and good working knowledge of SAS a plus;
  • Ability to work in a complex environment with multiple tasks and short deadlines;
  • Excellent interpersonal, writing, and oral presentation skills.
  • Fluency of English in reading/writing/speaking is required and additional fluency in Ukranian.
