The objective of the Division of Business Operations (BOS) is to support the work of WHO in the Ukraine Office through delivery of services within the areas of human resources, finance, contracting and procurement, legal advice, information & communications technology, printing, security, facilities management, fixed assets, conference support, travel and transport, safeguarding personnel and staff wellness and well-being.
As an enabling function, the division enhances the productivity of the health technical programmes and country offices while at the same time overseeing accountability, transparency and compliance with WHO administrative rules and regulations.

DESCRIPTION OF DUTIES
  • Provide technical support required for the administration and operation of the WHO Country Office Local Area Network, Wide Area Network and Internet based communications including hardware/software requirements, network protocols, data security measures and assist in system integration through multiple LAN servers and protocols.
  • Coordinate, with the Informatics Management Support unit at the Regional Office, the installation, set up, implementation and training for computer applications to facilitate workflow and implementation of technical programmes including standard office applications, Internet and e-mail services, Global Management System (GSM), the Imprest Account, Country Activity Management System (CAMS) and other applications on the country office LAN.
  • Install, set up and certify compliance with standards and specifications of new hardware and software in offices of WHO supported projects in the country.
  • Based on needs assessments, conduct related training sessions for staff and non-staff, resulting in better use of IT resources.
  • Assess ICT needs in support of WR Office and national health programmes and communicate results to the Regional Office for coordination and approval of action.
  • Prepare and verify receiving reports of newly purchased data processing equipment for the WR Office and other WHO supported projects and dispatch them to the Regional Office.
  • Any other data processing and telecommunication related task, as assigned by supervisors.
  • Provide oversight of the ICT team ensuring that there is a monthly action plan which is reviewed and reported against on a weekly basis to determine progress and identify bottlenecks. The individual is expected to be able to follow up on and complete ICT related tasks without intervention from management.
  • Any other ICT or related activities as requested by manager.
RECRUITMENT PROFILE Education

Essential: Completion of secondary education; Training in area of informatics or telecommunication; Formal training on Windows Operating Systems family; Formal training on MS Office Suite.
Desirable: University degree in computer science, computer engineering, or related field is an asset.

Experience

Essential: At least 8 years of progressive experience in operation of computers, hardware maintenance/troubleshooting and software support within an office environment OR 4 years of progressive experience in operation of computers, hardware maintenance/troubleshooting and software support within an office environment with a First level university Degree in computer science, computer engineering, or related field, preferably within an organization such as the United Nations or similar. Experience in working within a large office >100 people consider essential.
Desirable: Experience in an international environment or institution. Relevant experience in WHO or in the UN.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 23,442 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
