CONTEXT OF THE CONSULTANCY
The National Literary and Memorial Museum of Hryhorii Skovoroda in Skovorodynivka (hereinafter “Skovoroda Museum”) has the status of a historical monument of national importance (a 18th-century building, total surface area 500 m2). The Skovoroda Museum is a one-story brick building with an iron roof. The building is 7 meters high, 22.2 meters long, and 14.44 meters wide. The walls are painted white and yellow, with grey tiles below. The structural scheme of the building is frameless, with load-bearing brick walls. The main load-bearing elements are the longitudinal and transverse external and internal load-bearing walls, attic floor beams, and roofing. The basement, foundations, and walls are made of solid red brick.

On 7 May 2022, a missile strike hit the Skovoroda Museum, heavily damaging the building. On-site inspections and measurements of the building confirmed the loss of 74% of the architectural structure, includings its roof. Technical information will be provided to shortlisted candidates.

A design project for the protective roof has been already laid out and examined in accordance with the requirements of the State Construction Standards of Ukraine. The document was created in the Unified State Electronic System in the Field of Construction. An expert report (positive) was received on the review of the construction project documentation. The approval of the scientific project documentation from the Ministry of Culture and Information Policy of Ukraine was also obtained.

As the scope of the project has changed, Kharkiv Region Administration has requested UNESCO technical assistance to provide an international and a national expert to review and upgrade the project design of the protective roof, according to the new requirements.
Long Description OVERVIEW OF THE FUNCTIONS OF THE CONSULTANCY
According to the Kharkiv Region Administration request for review and improve of the design solution of the approved project for "Restoration, namely urgent priority emergency and conservation works”, UNESCO seeks to contract a national consultant, to examine and report on the project to achieve the project goals. Under the direct supervision of the UNESCO Liaison officer / Head of Ukraine Desk and in consultation with relevant units at the Kyiv Desk and the Cultural Sector in Headquarters, the Consultant shall perform the technical revision of the project documentation, and ensure the overall direct supervision of the design works to be performed within the project. The Consultant shall also assist UNESCO in the procurement procedures (bill of quantity, specifications, etc.), as well as advice and oversight the daily works on conservation works. To this end, the consultant shall perform the following, but not limited to, tasks:

Analyze the copy of the registered design project from design contractor, and advice on the recommended improvements.

Collaborate with the international UNESCO consultant and the current contractor to improve the design solutions of the project.

Based on UNESCO Kyiv Desk instructions, regularly coordinate with the concerned national, regional and local authorities, and other partners of the Project.

Conduct consultations with various stakeholders in relevant sectors to align the work with relevant national standards and regulations. Participates in the process of discussing and approving scientific and design documentation and obtaining positive expert report and permissions to carry out work.

Ensure that detailed conditions assessment is conducted and check design documentation for the most appropriate protective roofing of the Skovoroda Museum (narrative reports, drawings), including definition of the technical specifications and bills of quantities at the first emergency stage. Verify whether the documentation is clear, complete and compliant with national legal requirements.

Controls the consideration of the current state of the object when adjusting design solutions, signs the cover sheets of scientific and design documentation along with the chief architect of the project.

Submits a report to the UNESCO Desk on the compliance of the scientific and design documentation with the requirements for the preservation of the monument, legislative and regulatory requirements.

Assist in preparing the fieldwork to conduct urgent studies and works inside the Skovoroda Museum.

Conduct preliminary market analysis for provision of required materials to realize the designed protective roof.

REQUIRED QUALIFICATIONS

Education in the field of “Architecture and Construction”. Specialist’s or master’s degree in architecture, or Architecture and Urban Planning, or Restoration of Architectural and Urban Planning Monuments. An educational specialization in Restoration and reconstruction of architectural buildings, Restoration, conservation, and reconstruction would be an asset.

Qualification certificate of the responsible executor of certain works (services) in the profession of "Architect" and specialization (works, services) related to the creation of architectural objects - Architectural volumetric design.

Confirmation of experience in the implementation of projects for the restoration of architectural monuments (projects for restoration, conservation, museumification, emergency works, urgent conservation works, restoration repairs) and their implementation as the chief architect of the project or scientific supervisor.

List of similar performed projects (author or co-author). Implementation of such projects on buildings under the category of “buildings of the main museums, state archives, repositories of national historical and cultural values” would be an asset.

Languages : Ukrainian (fluent, mandatory) and English (working level, desired).
