Budget and Expenditure Management Specialist / Експерт/ка з питань бюджету та видатків

International Development Group LLC (IDG) is a US based international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified candidates for the role of Budget and Expenditure Management Specialist for an upcoming 5-year USAID Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) activity that is expected to be launch in October 2024.

The purpose of the RevGRO activity is to promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management. The Activity will achieve this overarching aim by advancing three core objectives: (1) Increase national revenue mobilization through support to tax and customs policy, administration, and institutional reforms; (2) Strengthen public investment management, expenditure management, and audits in line with international standards; and (3) Enhance civic oversight and private sector engagement in fiscal policy.

The Budget and Expenditure Management Specialist will be responsible for managing the provision of technical assistance and advisory services to support the Ministry of Finance and other relevant GOU institutions in effective and efficient budgeting and expenditure management. This might include supporting medium term budget planning, transparent budget preparation, and expenditure policy reform.

This position is full-time based in Kyiv. The actual period of performance of the position will be determined when the project is awarded by USAID.

Principal Duties and Responsibilities:

• Provide technical direction for Public Finance Management (PFM) topics such as budget planning and execution, expenditure policy and planning and management.
• Analyze regional and national PFM systems to identify gaps and areas for improvement.
• Provide targeted technical support to the Ministry of Finance (MOF) and other relevant line ministries and agencies as appropriate to identify actionable reforms to improve budget and expenditure management of public funds.
• Provide budget management training to Ukrainian counterparts.
• Support the Chief of Party with the reporting requirements for the project component(s) related to budget and expenditure management.
• Other duties as requested.

Qualifications:

• A minimum of 7 years of relevant professional experience is required in PFM and other technical areas such as budget planning, execution, and expenditure management.
• Bachelor’s degree from a recognized institution in finance, economics, public administration, business administration, public policy and management, social sciences, or a related field. Advanced degree is preferred.
• Professional level of verbal and written fluency in English is required.
