Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine Project (SHARP) The FCDO is issuing a Call for Proposals to select an intervention that will provide inclusive life-saving protection and assistance services to support civilians affected by the conflict in Ukraine. FCDO are seeking a not-for-profit organization with global experience in specialist protection work in armed conflict and displacement situations to lead a consortium of international and Ukrainian organizations to identify and mitigate protection risks. The primary objective of the intervention is to protect civilians and non-combatants, particularly those who may face barriers to accessing services, with a focus on reducing exposure to risks, alleviating the effects of violence and other forms of harm and promoting awareness and respect for International Humanitarian Law. The project is designed to run from April 2025 for up to three years with a possible extension. Scope of Work The Consortium Senior Protection Monitoring and Analysis Manager will be responsible for overseeing and implementing protection monitoring programming for the FCDO SHARP consortium members. This role involves ensuring the effective and efficient delivery of protection monitoring activities, providing technical guidance to IRCs and partners staff involved in the process. Consortium Senior Protection Monitoring and Analysis Manager will centralize and enhance the consortiums ability to effectively manage, analyze, and utilize protection monitoring data, ensuring more coordinated and impactful outcomes across our joint initiatives. Key responsibilities Program Management
  • Oversee the planning, implementation, and monitoring of protection monitoring (PM) activities, ensuring alignment with consortium objectives and donor requirements.
  • Develop and maintain work plans, ensuring timely and effective implementation of activities.
  • Ensure that protection monitoring activities comply with relevant standards, guidelines, and policies
  • Provide technical input and quality assurance for consortium reports to ensure they align with the expected outputs and outcomes of the activity.
Technical Guidance and Data Analysis:
  • Lead qualitative and quantitative data analysis applying the Protection Analysis Framework.
  • Provide technical oversight and guidance to parties involved in protection data collection and protection monitoring, including IRC teams and partners.
  • Develop, update, and maintain protection monitoring methodology and data collection tools, including ad-hoc and thematic monitoring mechanisms inside and outside the Consortium.
  • Ensure accurate collection, analysis, and reporting of protection monitoring data.
  • Facilitate capacity-building activities for IRC staff and consortium partners, enhancing analytical skills, protection mainstreaming, and data analysis.
  • Contribute to developing an IRC Protection Monitoring (PM) handbook tailored for Ukrainian teams and partners
  • Enhance local capacity of consortium partners and IRC staff by training them to apply the Protection Analysis Framework (PAF) to data analysis as well as protection monitoring methods, including on the use and analysis of quantitative and qualitative data, identification and analysis of secondary data, etc.
Data Visualization and Protection Information Products
  • Working closely with the MEAL team, support the development and maintenance of data visualization products
  • Oversee the development of protection monitoring reports and other protection information products adapted to various audiences both inside the organization and externally
  • Design and deliver presentations of findings to internal and external audiences with a view to inform evidence-based program and advocacy strategies within IRC and the sector
Integration into Programming and Advocacy:
  • Ensure that protection findings inform IRC programming, fostering collaboration between PM and program teams.
  • Strengthen the link between protection monitoring, advocacy, and policy efforts, producing policy briefs, evidence-based recommendations, and practical solutions grounded in PM data.
  • Advocate for the integration of protection and PM into broader program activities, including business development and protection mainstreaming.
  • Advise the consortium management team on monitoring findings, ensuring project adjustments based on PM insights.
Coordination and Representation
  • Represent the consortium in relevant coordination forums and working groups.
  • Liaise with other protection actors, government authorities, and stakeholders to ensure effective coordination and collaboration.
  • Ensure that protection monitoring findings are shared with relevant stakeholders inside the organization and externally in a timely and appropriate manner.
Partner Collaboration and Participatory Approaches:
  • Strengthen partnership-PM collaboration, integrating participatory best practices into PM activities.
  • Oversee partner organizations in PM implementation.
  • Enhance visibility and awareness of PM findings through strategic dissemination.
Profile & Qualifications
  • Bachelors degree in social sciences, international relations, or a related.
  • Minimum of 5 years of experience in protection monitoring or a related field.
  • Strong understanding of protection principles and humanitarian standards.
  • Strong understanding of Ukrainian context and protection challenges.
  • Excellent communication, coordination, and leadership skills.
  • Ability to work effectively in a multicultural and multidisciplinary team and with multiple partners.
  • Proficiency in English is required. Proficiency in Ukrainian is preferred.
