Business Partnership and Fundraising Consultant in Ukraine

As HFH International in Ukraine scales up its programmatic and policy efforts, resource mobilization and donor engagement have become critical to sustaining and expanding impact. The Business Partnership and Fundraising Consultant will play a pivotal role in enabling HFH in Ukraine to secure the funding necessary to implement its strategic vision. This role will ensure identifying funding opportunities, coordinating high-quality proposal development, liaising with institutional and private donors, and supporting donor reporting and compliance. This role will support and work closely with the Program Manager and collaborate with global HFHI colleagues including those from Global Foundations, Organizations and Institutions (GFOI), Resource Development (RD), and other Habitat network entities. Scope of Work and Responsibilities: Donor Engagement and Pipeline Development (30%)
  • Build and maintain relationships with institutional and private donors
  • Identify prospective donors and strategic partnerships aligned with HFH in Ukraines program areas.
  • Attend donor meetings, webinars, and fundraising events with the aim to gather and provide relevant information to HFH in Ukraine
  • Work closely with HFHIs Communications department to access HFH-standardized tools and templates to tailor materials (e.g., capability statements, donor briefs).
Grant Acquisition and Proposal Coordination (50%)
  • Coordinate proposal development processes with support from technical and program staff, in close partnership with the Program Manager
  • Track relevant calls for proposals and manage proposal calendars and submission deadlines.
  • Lead on pre-bid positioning including stakeholder analysis, donor strategy alignment, and partnership mapping.
  • Ensure proposal submissions are of high quality and meet donor compliance standards.
Donor Liaison and Reporting (20%)
  • Support quality control and timely submission of donor reports in collaboration with program staff.
  • Coordinate with HFHI global teams to ensure donor requirements are understood and integrated into project implementation.
  • Maintain a donor database and engagement tracker
Deliverables:
  • Minimum of 4-5 funding proposals submitted during the contract period.
  • Monthly report on donor engagement, pipeline opportunities, and proposal status.
  • Up-to-date donor tracker and calendar of upcoming opportunities.
  • Donor briefings, communication pieces, and concept notes as needed.
Minimum Requirements:
  • Masters degree in International Development, Business Administration, Public Policy, or a related field.
  • Minimum 7-10 years of professional experience in donor relations, proposal development, or fundraising in humanitarian or development sectors.
  • Demonstrated success in writing winning proposals and managing donor relationships.
  • Experience with major donors such as USAID, EU, UN, GIZ, EBRD, and corporate foundations.
  • Knowledge of the funding ecosystem in Ukraine preferred.
  • Excellent writing, editing, and verbal communication in Ukrainian and English.
  • Strong planning, coordination, and time management abilities.
  • Comfortable working with remote teams and across time zones.
  • Proficiency with Microsoft Office, SharePoint, Teams, and donor tracking systems.
Location and Travel This is a consultancy with minimum travel requirements. The preferred location is Kyiv. Contract Terms
