- Provide day-to-day overall technical leadership management and general technical direction for the design and implementation of project activities. Demonstrate strong understanding of the current mental health system in Ukraine, levels of institutionalization, decentralization and related mental health reforms and initiatives.
- Provide day-to-day oversight for programmatic design, delivery, and progress against approved work plan and reporting against performance monitoring plan.
- Support the project’s technical specialists in the development of strategic vision and partnerships with key collaborators, other USAID-funded projects, public health actors, civil society, and the private sector, while concretely facilitating collaboration, learning, and adaptive practices.
- Work closely with monitoring and evaluation staff to develop and monitor results and foster quality assurance, documentation of best practices, and managing knowledge management and timely donor and other reporting.
- Manage long-term technical staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results and integrating mechanisms to care for staff’s mental health in collaboration with HR staff.
- Provide daily oversight of program team contributions, lead capacity strengthening of team members, foster understanding of roles, provide constructive feedback for performance improvement, and establish clear professional development goals.
- Oversees the integration of safeguarding in the project and mental health and psychosocial support for project staff.
- Promote sustainability of project activities through linkages to other programs, capacity strengthening of project staff, and institutional strengthening of GOU counterparts, implementing partners, and community-based organizations.
- Master’s degree in international development, economics, gender, psychology, or a related field from an accredited university.
- Minimum of 12 years of experience of relevant management, supervisory, and technical experience working on projects that are of a similar scope, scale, and complexity. Experience on USAID projects (preferably in similar position) and strong knowledge of USAID programming rules and regulations, grants programs, and monitoring and evaluation policies and procedures.
- Demonstrated leadership, organizational development, partnership-building, managerial, team building, and communication skills.
- Experience working with health systems, health policy, mental health systems and actors in Ukraine, and/or mental health workforce preferred
- Experience living and working in similar contexts required. Experience working in Ukraine preferred. Prior experience working in conflict settings preferred.
- Strong knowledge of, and commitment to, gender and social inclusion and equity.
- Proven ability to develop and manage stakeholder relationships.
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project compliance and reporting.
- Verbal fluency and written fluency in English required; working knowledge of Ukrainian is strongly preferred.
