POSITION SUMMARY:

Project HOPE seeks a Chief of Party (COP) to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of an upcoming USAID Flagship Mental Health Activity. This five-year, roughly $50-$100 million activity intends to support the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery.


The COP will: oversee the implementation of activity objectives; be the primary point of contact for USAID/AOR and AO; provide strategic technical vision; monitor security and safety of staff and partners; and ensure quality management of implementation, personnel, and consortium members. The COP will liaise with USAID, relevant Government of Ukraine (GOU) officials, the MHPSS Technical Working Group, bilateral and unilateral donors, and other stakeholders to cultivate open, productive, and collaborative relationships. They will be expected to identify issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. The proposed COP candidate must fulfill the requirements detailed below.


This position will be based in Ukraine. Ukraine nationals are strongly encouraged to apply. The Flagship Mental Health Activity is anticipated to begin in November 2024.


This position is contingent upon award.


PRINICIPAL RESPONSIBILITIES:

  • Lead program activities to strengthen and integrate mental health and MHPSS initiatives in Ukraine, through a focus on deinstitutionalization and related reforms;
  • Develop and maintain strong working relationships with USAID and the US Embassy, the Government of Ukraine, technical and security/operational working groups, private sector partners and other key stakeholders in Ukraine to generate sustainable impact and evidence-based lessons for mental health interventions;
  • Provide technical guidance for mental health innovations for conflict-affected populations;
  • Lead and strategically direct work of Consortium and individual partners to achieve rapid and sustained Activity goals, objectives, and targets;
  • Oversee Activity’s operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USAID’s annual planning cycle; and monitor and report on safety and security of staff and partners;
  • Ensure compliance with USG regulations and oversight of activities to achieve the stated objectives;
  • Ensure the development of strong M&E mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation;
  • Represent Project HOPE’s interests and present progress, achievements and lessons learned to key Ukrainian stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations;
  • Lead the annual work planning process in close collaboration with USAID, Ukrainian Government Ministries, project team, and project partners;
  • Oversee preparation of periodic project reports to donor;
  • Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results;
  • Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies; and
  • Other programmatic responsibilities as needs arise.

MINIMUM QUALIFICATIONS:

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field such as public health; health systems; psychology; or other relevant fields;
  • Minimum of fifteen years’ progressive experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value in Eastern Europe;
  • At least ten years managing and leading USAID funded programs;
  • Proven ability to work collaboratively with foreign governments, various ministries, development partners, the private sector, and community organizations to advance health and well-being
  • Demonstrated experience in successfully leading and managing multi-disciplinary teams to achieve project results in active/post-conflict environment;
  • In-depth knowledge of USAID projects, regulations, compliance, and reporting;
  • Connections to and familiarity with organizations working on mental health and/or psychosocial interventions in Ukraine;
  • Experience in leading/coordinating multi-sectoral global health programs, including monitoring and evaluation with a strong focus on adaptive management and strategic communications;
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform;
  • Fluency in Ukrainian and English;
  • Proficiency in Microsoft Office applications, including TEAMS and PowerBi;
  • Ability to travel within Ukraine and the region.
