Chemonics International Inc. is an international development consulting firm headquartered in Washington, D.C. with more than 28 years of experience partnering with USAID in Ukraine. We are seeking a Monitoring and Evaluation (M&E) Director for the anticipated USAID-funded “Resilient Systems for Transparent, Reliable, and Effective Pharmaceutical Governance (RESTORE)”. The five-year, $25-50 million program will aim to strengthen and align the pharmaceutical system in Ukraine to European Union norms and standards and enhance transparency and cost-efficiency for desired health outcomes. This activity would support the ongoing efforts of the Government of Ukraine (GoU) and its civil society partners to transform its healthcare system to effectively meet the needs of its citizens by providing technical assistance in support of the GoU, civil society, and the private sector to improve the public procurement, distribution, and availability of quality-assured medicines and health commodities. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work closely with the COP, DCOP and technical staff on annual planning, determination of activity outputs, outcomes, and results, as well as other measurable indicators;
  • Lead the design and implementation of the program monitoring and evaluation framework, and information system to track implementation progress, performance against targets, project outcomes and impacts;
  • Lead analysis of routinely collected data to assess progress and areas of improvement;
  • Establish and utilize platforms for timely data review and use and develop a culture of data use to guide implementation targeting;
  • Lead the development and maintenance of digital data collection tools; and ensure reporting of relevant activity indicators to the Ministry of Health;
  • Implement a project Collaborating, Learning, and Adapting (CLA) approach that will integrate outputs from analysis of routinely collected data; lessons learned and best practices;
  • Develop and implement a strategy to enhance data use across the pharmaceutical and supply chain systems that combines increasing awareness and understanding of data among stakeholders; and
  • Provide technical support to technical teams and project counterparts in state-of-the-art data use, creation of data-rich presentations and project reports.

Minimum Qualifications include:

  • Advanced degree in pharmacy, supply chain management and logistics, statistics, public health, or related discipline required;
  • At least ten (10) years of experience in monitoring and evaluation of public health programs,
  • Demonstrated experience working with donors, government officials, civil society leaders, community leaders, project beneficiaries and project staff;
  • Demonstrated technical skills in monitoring and evaluation of public health programs including the development of M&E tools, data collection, and analysis;
  • Computer proficiency in Microsoft Office Suite with advanced skills in at least two of the following programs: Excel, Epi Info, SPSS, SQL, Stata, SQL, and Power BI;
  • Experience working with USAID-funded M&E systems highly preferred;
  • Demonstrated supervisory, collaboration, and team building skills;
  • Strong interpersonal, writing and oral presentation skills in English required; and fluency/proficiency in Ukrainian preferred.
