CVA/FSL Project Officer

ROLE PURPOSE: The Food Security & Livelihoods / Cash and Voucher Assistance (FSL/CVA) Project Officer is a national position based in Sumy. The overarching role of the FSL/CVA Project Officer is the planning and execution of FSL/CVA interventions in the Oblasts under the North Area Office. The FSL/CVA portfolio in the area focuses on Cash-Based Transfers (MPCA, Cash for Protection, Livelihoods re-Activation Grants, and others) and Livelihoods (Employability, Micro Businesses, agriculture, and others). The position is expected to support medium and long-term FSL/CVA programming in the area through effective coordination with stakeholders, including local authorities, (N)NGOs, and communities.

KEY AREAS OF ACCOUNTABILITY:

Project Delivery

• Implement thematic interventions as per the including technical proposals, LogFrame, Workplan, Budget, agreement contracts with partners and beneficiaries.
• Contribute in refining implementation plans to reflect contextual changes and shifts in needs.
• Support the FSL/CVA Project Coordinator in creating clarity about the overall direction and possible measures to improve targeting, timeliness, and quality of FSL/CVA assistance.
• Build productive relationships with parners and communities..
• In consultation with FSL and CVA TAs, contribute to the development of technical resources such as curriculums, forms, handouts, and others.

Coordination

• Support in the planning and implementation of stakeholder engagement and coordination efforts, including local authorities, partners and others.
• Ensure SCI presence on relevant coordination platforms in the area, such as Sub-Clusters, forums, and others.
• Participate weekly FSL/CVA coordination meetings.

Reporting

• Support the FSL/CVA Project Coordinator in developing inception, monthly, quarterly, and final reports as per the requirements and formats.
• Regularly update monitoring and reporting tools such as purchase requests, trackers, spending tables, and others.
• Provide complete and accurate data to the FSL/CVA Project Coordinator for reporting on FSL Sub-Cluster meetings and 5Ws.

New Business Development

• Support the FSL/CVA Project Coordinator in providing regular FSL/CVA needs overviews and updates on contextual changes.
Participate in desing workshops.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:

Qualifications/Accreditations:

• Bachelors Degree in relevant subject: Business Adminisration, Economics, Marketing, Agriculture.
• Minimum 3 years of experience working on with 1 years of experience in NGO.
• Good understanding of the local market, economies, vulnerabilities and government agricultural and employability programmes.
• Good understanding of Food Security, Livelihoods and Cash programming basics and principles.
• Experience developing and delivering trainings.
• Experience to identify problems and develop appropriate solutions.
Strong relationship building, negotiation and interpersonal skills.

Skills/Abilities:

• Ability to work under pressure.
• Ability to take initiative, independently as well as part of a team.
• Commitment to and understanding of Save the Children’s mission, vision and policies.
• Excellent communication skills – presentation, negotiation, analysis, reflection.
• Good analytical (thinking) skills with ability to produce quality analytical reports, case studies.
• Excellent knowledge on the MS Word, Excel, Power Point.
Fluency in spoken and written English and Ukrainian.

Desirable:

• Experience in any of the relevant fields, such as Enterprise Development, Employability Promotion, Agriculture, Rapid Response and/or Youth Empowerment
• Experience working in emergency context
