Finance Officer, Planning and Analysis (Ukrainian Nationals Only)

ROLE PURPOSE:
As a member of the country office finance team, the Finance Officer FP&A provides support to Ukraine CO by preparation of proposal budgets and financial reports of various awards for internal and external use, and for the donors/Members.

KEY AREAS OF ACCOUNTABILITY:

Member I Donor /Internal Reporting

• Maintain a donor I Member reporting calendar for all awards.
• Ensures timely y and accurate reporting on awards in coordination with AMU and adherence to the donor required formats.
• Ensure that all the reports are reconciled with Agresso, and the ineligible costs are reclassed before submission of the report to AMU.
• Ensure reports are submitted as per deadline.

Development of proposal budgets/Create DEA’s and Phased Budgets Actively engage with the Technical Advisors, Budget holders, and Awards Team, in preparing the donor proposal budget.

• Prepare proposal budgets, amendments, modifications, cost/no cost extensions on timely basis.
• Ensure that all the required Non-Thematic Costs and Staffing costs are incorporated in proposal budgets according to donor rules and guidelines.
• Ensure the proposal budget is submitted to Finance Manager for review before submission to the Awards Team.
• Ensure relevant Non-Thematic Costs and Staff salary gaps as per the staff gap analysis are incorporated into the proposal budgets.
• Ensure accurate and up to date CAM calculators are in place.
• Ensure timely p reparation of DEAs by the relevant finance focal persons.
• Ensure accurate and timely phasing of budgets for each SoF with the Budget Holder by the relevant finance focal persons.

Gap Analysis and Coverage Sheet:

• Support in gap analysis and coverage sheet process.
• Participate in internal and external meetings when required.
• Perform other Related Responsibilities as assigned by direct supervisor.

QUALIFICATIONS:

• Bachelors’ Degree, preferably Master, in Accounting/Finance or equivalent in finance related subject.

EXPERIENCE AND SKILLS
Essential

• Previous minimum3-5 years’ financial management experience with good numeracy skills, e.g. to calculate VAT and allocate payments across cost centres.
• Experience of working in a multi-currency environment & Implementation Partners financial management.
• Ability to work quickly and accurately and attention to detail especially under pressure.
• Excellent MS Excel and analytical skills, ability to work with large amounts of data.
• Good organisation and administration skills to ensure that all documentation is filed on a timely basis and is easily accessible.
• Excellent communication skills on the phone, face-to-face and in writing to be able to explain processes clearly and resolve queries with suppliers and other colleagues.
• Ability to plan and priorities own work to meet deadlines.
• An energetic, flexible and proactive approach with the ability to work both independently and co-operatively within a team setting and maintain good working relationships.
• A proactive approach to resolving any issues that may arise, by assessing their impact and identifying those that need to be passed to line manager or next level.
