Summary:

Save the Children seeks a Chief of Party (COP) for the anticipated five-year USAID-funded Mental Health Activity in Ukraine. This activity will accelerate the development of modern, evidence-based, and integrated mental health systems in Ukraine that will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst and after conflict. The COP is responsible for the overall management and representation of the activity and is ultimately accountable for the delivery of desired project results, an effective adaptive management approach, relationships with a range of stakeholders, and management of the project team and consortium.

Hiring is contingent upon successful award of the project and USAID approval of the candidate.

This is an unaccompanied post location.

What You’ll Be Doing

  • Manage the overall administrative, financial, and technical activities of the project.
  • Lead project planning, putting in place team structures, technical and operational approaches, infrastructure, Monitoring and Evaluation (M&E), and feedback loops required for project delivery and success.
  • Lead partnerships within the project consortium and with external stakeholders.
  • Represent the project to donor officials, host government officials, partner representatives, local stakeholders, and team members.
  • Ensure alignment and cross-learning with Save the Children’s program and technical priorities in country and with the US Office.
  • Build a strong project leadership team ensuring effective coordination between key technical, operational, and administrative functions.
  • Ensure compliance with USG regulations, procedures, and Save the Children guidelines.
  • Manage direct, transparent communications with partners, including negotiating scopes of work, addressing requisite revisions in programmatic work, and troubleshooting issues that may arise.
  • Maintain oversight of high-risk areas, including but not limited to procurement, M&E, and staff security/duty of care.
  • Ensure the quality of all project deliverables, including activities, outputs, documentation, and reporting.
  • Establish effective communication and coordination with personnel from the government to implement interventions and incorporate country-wide priorities.
  • Create and sustain a work environment of mutual respect, excellence, and high integrity.
  • Reinforce and demonstrate Save the Children’s vision, values, and Code of Conduct principles.

Required Qualifications

  • Bachelor’s degree in a relevant area of expertise, such as Psychology, Social Work, International development, or another relevant field.
  • Minimum of 10 years of professional experience designing, managing, and implementing large and complex projects.
  • At least five years of senior program experience in developing or humanitarian contexts, preferably in Ukraine, the Balkans, or Eastern Europe.
  • In-depth knowledge of USAID regulations.
  • Proven ability to build and maintain relationships with host country governments, donors, and other key stakeholders.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.
  • Creative problem-solving skills with the ability to work effectively in a resource-constrained environment.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Excellent oral and written communication skills in English.

Preferred Qualifications:

  • Familiarity with the social, political, economic, and cultural landscape of Ukraine.
  • Prior experience as COP or DCOP.
  • Masters in a relevant field.
  • Humanitarian experience working with the Nexis approach.
  • Fluency in Ukrainian is an advantage.
