BACKGROUND The EU-supported project “Preserving Ukraines Jewish Documentary Heritage, Honouring Collective Memory, Enhancing Knowledge and Access to Archives while Promoting Intercultural Dialogue” aims to preserve and enable access to cultural and documentary heritage of the Jewish community in Ukraine, while fostering the recognition of such cultural heritage and its valuable contribution to the diversity of expressions and history of Ukraine. It also addresses the urgent need to further foster archival heritage protection and safeguarding, through digitalization, risk management, preventive conservation, digital restoration, and to contribute to making them accessible to researchers and wide public. Acknowledging the cultural and historic relevance of the Jewish contribution in forging Ukraines culture, the project also aims to facilitate its use and interpretation in media, arts and academic projects. The project is now at the final stage of negotiations. OVERVIEW OF THE FUNCTIONS OF THE POST The incumbent shall:
  • Coordinate, monitor, implement activities related to the Project, including reporting of activities, and drafting reports on the project;
  • Liaise with implementing partners, consultants, and suppliers of Projects activities to ensure successful implementation of the project;
  • Prepare the terms of reference for the various contractual arrangements for the implementation of the Project, in accordance with the applicable procurement rules and procedures and ensure overall contract management for partnerships;
  • Coordinate with relevant government bodies, public organizations, local authorities and other State stakeholders in the area of memory institutions (archives, universities, research entities etc.);
  • Ensure smooth Projects management by maintaining an updated project plan and checking narrative reports and deliverables submitted by implementing partners; by following the budgetary and financial situation of the project and liaising with relevant colleagues from administration and central services; by timely reporting to the donor and UNESCOs internal reporting tools; by providing support in the planning and execution of Projects activities;
  • Follow-up on budget and financial situation of the Project, reporting status and raising potential issues with managers;
  • Assess the needs on the ground and conceptualize further activities in line with relevant stakeholders needs;
  • Perform research tasks, liaise with potential partners and donors and prepare proposals for further fundraising in the Projects area to achieve complementarity and sustainability;
  • Develop and implement a communications strategy to contribute to visibility of the Project and related results in close cooperation with the Kyiv desk communication team;
  • Organize events in Ukraine, showcasing Projects progress and results and bringing together UNESCO CI partners;
  • Participate in meetings and missions to ensure smooth implementation of project activities and to represent UNESCO if required;
  • Prepare meeting agendas, talking points and other material relating to missions by UNESCO HQ staff to Ukraine and missions of the CI team in Ukraine;
  • Undertake other tasks as deemed relevant by the direct supervisor and/or UNESCO CI management.
Organizational Environment and Partnerships The Project Officer will work closely with the Head of Office, the Communication and Information sectors colleagues in Ukraine and HQ. The Project Officers main internal contacts will be the Kyiv Desk colleagues and the CI sector team at HQ. The external contacts will be implementing partners, consultants, beneficiaries, government actors and other project partners in Ukraine. Expected results The key expected result is the timely and impactful implementation of the project “ Preserving Ukraines Jewish Documentary Heritage, Honouring Collective Memory, Enhancing Knowledge and Access to Archives while Promoting Intercultural Dialogue “ in line with the signed donor agreement and the agreed results framework. As the work is geared toward ensuring project implementation, the results have an impact on the information feed to more senior staff members, team capacities and the position taken on projects. The post holder serves as a team member, offering substantive substantive contribution, project coordination and analysis to the team on a variety of issues and activities such as project implementation, partnership and funding proposals as well as thematic expansion. His/her recommendations will also have an impact on the availability and accessibility of information and knowledge exchange and the visibility of the actions of UNESCO in Ukraine. REQUIRED QUALIFICATIONS Education
  • Advanced university degree (Masters or equivalent) in political science, international relations, history, archive studies, international development or in another area covered by UNESCOs Communication and Information sector.
Work Experience
  • A minimum of four (4) years of relevant professional experience on topics within the field of human rights, international development, assistance to memory institutions or similar fields.
  • Experience in project management, fundraising and donor relations.
  • Experience in the field of documentary heritage and archives in Ukraine.
  • Experience in organizing events and conferences on human rights and development topics.
Skills and Competencies
  • Solid knowledge of UNESCOs institutional mandates, activities and priorities, as well as sound knowledge of the UN System and how it functions.
  • Proven ability to work in a multicultural environment.
  • Robust analytical, problem-solving, and organisation‎al competencies
  • Strong analytical and organizational skills. Capacity to digest a vast array of information and provide insights on complex issues.
  • Strong communication skills, including the preparation of communication material and reports.
  • Good IT and information management skills.
  • Solid understanding of the needs of Ukrainian memory institutions, specifically within the context of the war in Ukraine.
  • Solid understanding of the history and realities of Jewish culture in Ukraine.
Languages
  • Excellent knowledge (written and spoken) of English and Ukrainian.
DESIRABLE QUALIFICATIONS Work Experience
  • Relevant professional experience in the UN System or at the international level.
  • Experience in supporting teams in documentary heritage preservation projects or related fields.
  • Professional experience in working with Ukrainian state or private archives.
  • Experience in facilitating projects related to the preservation of Jewish culture and heritage in Ukraine.
Skills and Competencies
  • Overall familiarity with the United Nations in Ukraine.
Languages
  • Knowledge of Yiddish, Hebrew or other languages relevant for Jewish culture in Ukraine.
