Ukraine Justice for All (J4A) Mid-Term Performance Evaluation (PE) Objective:

This is a mid-term performance evaluation of the United States Agency for International Development (USAID)/Ukraines J4A Activity, implemented by Chemonics International. J4A was designed to further advance systemic reforms, develop new service delivery responses, and continue to meaningfully engage civil society to participate and monitor justice administration and delivery. The purpose of this evaluation is to assess the relevance and effectiveness, as well as efficiencies and unintended effects of the USAID J4A Activity informing the Mission on overall J4A progress towards higher-level outcomes as well as any necessary course-correction in the second half of activity implementation. J4A and this evaluation are being undertaken in an active wartime environment.

Position Description:

SI is seeking a Ukrainian Evaluation Specialist that will be a core member of the evaluation team, consisting of a Team Leader, an international Senior Rule of Law/Justice Expert, and a Ukrainian Senior Judicial Reforms and Rule of Law Expert. The Evaluation Specialist and the evaluation team will be responsible for all deliverables and reporting requirements including an evaluation work plan, an in-brief presentation and out-brief presentation with the client, and a draft and final evaluation report. The estimated time period for undertaking this evaluation is 35-40 days level of effort (LOE), of which approximately 12-18 days will be spent conducting in-person and remote data collection in Ukraine. Dates for field work are tentatively set for September 6-23, 2024. Data collection sites include Kyiv and five municipalities in three regions outside of Kyiv (such as Kyiv Oblast, Chernihiv, L’viv, Ivano-Frankivsk, and Odesa – subject to security considerations). Work will begin in early July, and the project will conclude in November 2024.

**Please note: This is a local position. Only Ukrainian citizens will be considered. Ukrainian candidates may be currently residing in Ukraine or outside of Ukraine. Candidate must be willing to travel within Ukraine to locations outside of Kyiv.**

Responsibilities:

• Contribute to desk review, Evaluation Work Plan, and creation of data collection tools
• Approximately 12-18 days of fieldwork in Kyiv, including Key Informant Interviews, Focus Group Discussions, and online survey dissemination
• Participate in regular check-ins as established by the Team Lead and management team
• Participate in an in-brief and out-brief presentation with the client
• Analyze the data, assembling findings, conclusions, and recommendations
• Participate in the drafting and finalization of the evaluation report

Qualifications:

• Substantial experience in designing and conducting evaluations of international development programs (5+ years).
• Strong experience in designing data collection tools for an evaluation and conducting structured/semi-structured/in-depth interviews and focus groups moderation (required).
• Strong analysis skills for qualitative and quantitative data (required).
• Strong knowledge of USAID programming policies and practices (preferred).
• Experience designing and conducting evaluations for USAID (preferred).
• Experience with Performance and Formative Evaluation approaches (preferred).
• Experience with participatory methods and approaches (preferred).
• Knowledge of development issues in Ukraine and/or Europe & Eurasia region (preferred).
• Bachelors degree.
• Fluency in Ukrainian required. Strong English language written and oral skills required.
• Must hold Ukrainian citizenship.
• Ability to work effectively in a fast-paced and dynamic environment. A commitment to valuing diversity and contributing to an inclusive work and learning environment.
• The following qualifications are not required, but are recommended by the client:
  • Knowledge of rule of law, judicial reform, people-centered justice, communications development sectors, particularly in Ukraine.
  • Knowledge of Ukraine’s development context and reform agenda.
