Context:
Under the overall supervision of the Chief of Mission (CoM) in Ukraine, direct supervision of the Head of Partnerships Unit, and in collaboration with relevant units at the Mission, the Implementing Partners (IP) Support Coordinator will be responsible and accountable for efficiently developing and coordinating the processes to facilitate Programme Units to partner with charities, national and international organizations through the due diligence, selection, agreement and financial reporting aspects according to IOM rules and regulations.
Core Functions / Responsibilities:
1. Manage the staff and coordinate the processes of the IP Support - Administrative, IP Support
- Financial and Capacity Strengthening sub-units to assure effective, efficient support to Programme Units in the IP project cycle in accordance with IOM rules and regulations.
2. Liaise with Programme Managers to troubleshoot problems, coordinate submissions, submit revisions or amendments and otherwise facilitate smooth support for IP processing.
3. Represent the IP/Grant Management functions of IOM through various UN, Government, and Non-Governmental Organization fora and work to develop and ensure the unit maintains a large network of non-governmental organizations that enables a rapid humanitarian response when required.
4. Ensure appropriate information and knowledge management structures are being maintained by the unit, and that all necessary documentation for IP and grant management is being completed and filed correctly.
5. In coordination with the Head of Accountability and Quality Assurance Pillar and the respective Risk Management and Compliance coordinator, ensure that appropriate levels of risk management and due diligence are being maintained for IP engagement, and that reports are being completed and updated regularly and in accordance to standards of the various donor agreements.
6. Oversee the support to partners to understand the rules and requirements when working with IOM Ukraine through Onboarding and Project Launch meetings as well as guidance documents and other capacity strengthening support as identified.
7. Oversee localization efforts, tasking the capacity building work team to regularly provide trainings, workshops and support to charities, national NGOs and other partners to improve local capacity in project management, implementation and reporting.
8. Coordinate within the Unit as well as with Programme Managers who are directly managing grant or IP projects, to ensure the timely delivery of processing of agreements, payments and reporting.
9. Ensure the mainstreaming of Protection, Gender and Protection from Sexual Exploitation and Abuse (PSEA) throughout the activities of the unit.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Masters degree in Political or Social Sciences, Business Administration, International
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in working with implementing partners, grantees or third-party organizations to
- Experience managing IP/grant award cycle, experience with IOM internal procedures and
- Experience in proposal design, budget creation and project management;
- Experience in managing diverse teams;
- Experience in analysis of processes to increase efficiency;
- Experience in localization and capacity strengthening; and,
- Experience in leading a team in a complex crisis setting.
Skills
- Excellent partnership development and management skills;
- Excellent team-building skills with a track record in team coordination and building trust;
- Excellent communication and writing skills; and,
- Excellent IP/grant management skills.
Languages
IOMs official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Ukrainian language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
