Land Law Advisor at USAID AGRO

Background:

USAID Agriculture Growing Rural Opportunities in Ukraine (AGRO) Activity is a seven-year cooperative agreement between the United States Agency for International Development (USAID) and Chemonics International, Inc.

USAID AGRO Activity began on November 15, 2019.

The AGRO Activity aims to accelerate the economic development of rural Ukrainian communities with the greatest need through a better governed agricultural sector that encourages more productive, modern, and profitable micro, small, and medium agricultural enterprises (MSMEs) that are successfully integrated into competitive markets both in Ukraine and internationally.

The Activity objectives are aligned with the three elements of the market systems conceptual framework: the core value chain, supporting functions, and rules and regulations.

To effectively address the food crisis that emerges in Ukraine and internationally caused by Russias unprovoked and brutal full-scale war against Ukraine, AGRO works for the restoration of the agricultural sector, in particular its modernization, efficiency improvement, and diversification, which contributes to the long-term economic recovery of Ukraine and the improvement of global food security.

Chemonics-implemented AGRO is one of the executors of the USAID Agriculture Resilience Initiative (AGRI-Ukraine), aimed to strengthening Ukraines agricultural resilience and ensuring food security.

AGRO operates utilizing the market system development conceptual approach.

In 2023, the estimated cost of the Activity was extended to $205 million, and its implementation period was extended through November 13, 2026. AGRO employs over 80 long-term CCN employees.

Position Description:

The Land Law Advisor is to ensure the defense and realization of rights to land and the implementation of the land reform.

Principal Duties and Obligations (Essential Functions):

• Analyze draft normative-legal acts and prepare commentaries and proposals about them;
• Analyze government policies and prepare commentaries on them as appropriate;
• Develop programmatic documents and draft normative-legal acts concerning land, anti-land swindling and other activities within the AGRO Activitys scope;
• As directed, organize work with the Ministry of Justice, the Ministry of Development of the Economy, Trade and agriculture and other stakeholders;
• Support communications campaign(s) about the rights of owners of land plots;
• Design and manage the activity of short-term consultants;
• Participate in seminars, training and other events about legal and regulatory issues;
• Work with government agencies, local governments, partner organizations and Activity staff on issues within the scope of the AGRO Activity;
• Prepare plans, reports and participate in the conduct of the public events that concern AGROs work;
• other appropriate tasks as requested.

Terms of work, SOW Timing and Reporting Relations:

One-year fixed term employment agreement with possible extension each work year up to the end of the Project implementation (November 14, 2026), subject to availability of respective tasks in the successive Annual Work Plans of the Project.

Under the overall supervision of the Chief of Party, the Land Law Advisor will work under the direct supervision of, and directly report to, the AGRO Land Reform Team Lead.

Office location: Kyiv.

Periodic travel to other parts of Ukraine is possible.

Required Skills and Qualifications:

Experience:

• At least five years of practical experience of work with issues concerning land relations;
• Experience in achieving concrete results in development of normative-legal acts, strategies and action plans at a national or regional level and providing expert advice to national and regional government agencies;
• Experience working in international technical assistance projects highly desirable;
• Deep knowledge of land legislation and issues with the conduct of the State Land cadaster and State registration of real estate property rights;
• Minimum bachelors degree in law, Masters preferred;
• Fluent Ukrainian, knowledge of English sufficient for professional purposes;
• Computer knowledge at the level of an experienced user: ability to work in programs such as MS Office 365 (Word, Excel, Outlook, PowerPoint, etc.).
• Experience of work in a team, good communications skills and the ability to complete assignments under tight deadlines and other difficult circumstances.
• Profound interpersonal relations skills, team building skills, etc.
