ROLE PURPOSE:

The post holder, under the supervision of the CVA/FSL PM, will be responsible for the successful carrying out of the of CVA, RRM and Food Security & Livelihoods (FSL) Project delivered direct and by partners for the Ukraine Response. The FSL portfolio in SAO focuses on three overarching sub-thematic interventions a) Emergency in-Kind Food Assistance, b) Enterprise Protection c) Employment Promotion Programme. The CVA/FSL Officer will work closely with other departments and partners to ensure that the necessary support for activities is in place.

KEY AREAS OF ACCOUNTABILITY:

Program Planning and Implementation

  • Implement thematic interventions according to the specified methodology for each Cash and Voucher Assistance (CVA) / Food Security and Livelihoods (FSL) or RRM (Rapid Response Mechanism) intervention in the designated area.
  • Collaborate closely with MEAL (Monitoring, Evaluation, Accountability, and Learning), Awards, Supply Chain, Finance, Partnerships, and other support units to ensure high-quality and uninterrupted program implementation.
  • Assist in coordinating with MEAL staff to plan, implement, analyze, and review Post Distribution Monitoring (PDM) results, filling the internal forma and templates and other relevant monitoring data on a monthly basis.
  • Promote beneficiary accountability and participatory approaches throughout the program cycle.
  • Support the development of occupational and enterprise profiles, and actively participate in programmatic research and communication activities.
  • Contribute to the design of initiatives aimed at monitoring and improving program quality, including assessments, registrations, and beneficiary tracking. Participate directly in registration and distribution activities.
  • Adhere to the Rapid Response Mechanism (RRM) scope of work, ensuring timely incorporation of all necessary steps.
  • Process payment documents efficiently using various payment software systems (bank systems, Ukrposhta system) within specified timelines.
  • Ensure compliance with Cash and Voucher Assistance (CVA) / Food Security and Livelihoods (FSL) Standard Operating Procedures (SOPs) and Save the Children International (SCI) procedures and policies.
  • Maintain project implementation standards in line with established quality benchmarks.

Coordination

  • Liaise with relevant government officials and be in frequent contact with government emergency services and officials relevant to sub-thematic interventions.
  • Ensure that all rellewant to CVA or FSL direction tracers internal and external filled and submitted in time.
  • Participate in regular CVA/FSL coordination meetings.

Capacity development

  • Crisis Response and Adaptation: Build capabilities to respond effectively to emergencies and adapt programming to changing contexts.
  • Understanding of Humanitarian Standards: Familiarize yourself with humanitarian principles, standards, and ethical considerations relevant to CVA and FSL programming.

New Business Development

  • Support CVA/FSL Project PM in providing regular CVA/FSL needs overview and updates on contextuall changes and dynamics.

QUALIFICATIONS:

  • Minimum a B.A. Degree in related field
  • A minimum of one years’ experience implementing projects.
  • Good understanding of the local market, economies, vulnerabilities and government agricultural and employability programmes.
  • Prior experience implementing cash transfer programming (cash or voucher, Ukrposhta payments and standard banck account systems).
  • Experience to identify problems and develop appropriate solutions.
  • Strong relationship building, negotiation and interpersonal skills.
  • Proven experience in creating and managing media content across various platforms, including social media, websites, and digital campaigns.
  • Skilled in developing engaging and impactful posts that resonate with target audiences and drive user engagement.
  • Language skills in Ukrainian and English (essential)

EXPERIENCE AND SKILLS:

Essential

  • Excellent knowledge of project management cycle.
  • Ability to work well in a team, train other staff, and demonstrate experience efficiently managing a team.
  • Excellent interpersonal, communication, and presentation skills.
  • Experienced at conducting FGDs, thematick workshops.
  • Demonstrated skills, experience, and knowledge of community development; working with children and on children’s issues.
  • Demonstrated skills, experience, and knowledge in emergency cash registration, stress resilience. Ability to manage the aggressive behavior and conflicts.
  • Capacity to anticipate change and adapt the plans and priorities accordingly to the needs.
  • Capacity to work in multicultural environments.

Desirable:

  • Experience in any of the relevant fields, such as Enterprise Development, Employability Promotion, Agriculture, Rapid Response and/or Youth Empowerment

ADDITIONAL JOB RESPONSIBILITIES:

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Child Safeguarding:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
