ROLE PURPOSE:

The Save the Children EdTech Coordinator for Digital Learning Centers (DLCs) andDLCs) and Mobile Learning Support (MLS) units will work under the supervision of the Education Program Manager (PM) and in close cooperation with Head of Program to support the implementation of Digital Learning Centers and Mobile Learning Support units in south of Ukraine with technology expertise.

A key role is to work with the Education PM and Coordinator in the south area offices, building their capacity in project management of EdTech centres and programmes, as well as quality oversight of the hardware upkeep. The EdTech Coordinator will also support partners to deliver quality projects with the EduPM in Area Office, including (1) timely activity implementation according to plan and routine monitoring against agreed indicators, (2) high quality progress and final reports for external and internal use and (3) strong budget oversight: monthly forecasting and spending according to plan; quarterly revisions, as needed; and budget (spending) reporting.

The EdTech Coordinator for DLCs and MLSs will also provide day to day DLC/MLS technology support to ensure the devices provided to DLCs/MLSs are running smoothly in all digital learning centers for children. The EdTech Coordinator for DLCs/MLSs also supports the EdTech and T4D team with insights on needs of the staff and users at the other areas centers to improve EdTech programming. The EdTech Coordinator for DLCs will be visiting DLCs regularly.

This position will demand a highly motivated, detail-oriented individual who will be able to solve IT technical challenges and communicate effectively. S/he will be required to improve current systems from knowledge and experience.

KEY AREAS OF ACCOUNTABILITY:

Key accountabilities

Support the establishment of Digital Learning Centers (DLCs) and Mobile Learning Support (MLS) units with program management and IT expertise

  • Support the timely implementation of Digital Learning Centers (DLCs) and Mobile Learning Support (MLS) units ensuring that services are delivered on time, on budget and in compliance with donor regulations. Works closely with a Save the Children education team and local implementation partners to support the rollout of Digital Learning CentersDLC/MLS.
  • Ensure the EdTech education program component is designed and implemented in ways responsive to communities, partners and children in line with SC’s principles, values and strategic plan and compliant with SC’s procedures
  • Work with the Education PMs and Coordinator teams in the respective field offices, building their capacity in project management of EdTech centres and programmes
  • Support Area Office teams in monitoring program progress against programmatic and budgetary targets, and collaborate with the Technical Advisors and Program Managers to advise on adjustments to program design as necessary.
  • Support and advise on any Child Protections related issue with the other Edu Technical Advisors and EduPMs/EdTech staff.
  • Work with MEAL team and EdTech Advisor to integrate and improve project suitable accountability mechanisms and provide capacity building on these mechanisms.

Provide technology support and capacity building to establish and manage Digital Learning Centers/Mobile Learning Support (MLS) units

  • Prepare and conduct technology trainings for staff at Digital Learning Centers/Mobile Learning Support units.
  • Provide capacity building to enable partners to establish and manage DLCs/MLSs.
  • Work with national EdEnsure mechanisms to provide a high standard of technology support for DLCs/MLSs are established and continuously monitored.
  • Support network configuration, testing, deployment, and routine maintenance and updates of technical equipment including, but not limited to: laptops, tablets, mobile devices, routers, access points, printers, scanners, and various peripherals.
  • Provides hardware and software deployment and support for DLC/MLS equipment and services at Digital Learning Centers/Mobile Learning Support units and remotely.
  • Support in delivering, carrying, and/or transporting laptops , tablets, printers, projectors, lecterns, and other IT equipment as needed.
  • Assist in maintaining records and inventory of DLC?MLS equipment, software, and software licenses.
  • Monitor device management console and support consoles and track resolution of IT related support requests and issues.
  • Collaborate and troubleshoot with other members of the IT division in solving multidepartment user equipment issues. Escalates and communicates technical issues to the appropriate technical support staff member for resolution.
  • Assist in developing and updating DLC/MLS technology hardware/software standards.

Support Needs Analysis, Program Design and Implementation:

  • Implement needs assessments at DLCs/MLSs around technical equipment, digital content, support mechanisms and capacity building. Provide recommendation to EdTech and T4D teams to enhance EdTech programming. Provide recommendations to enhance EdTech programming including technical capacity building, support quality, digital content, feedback mechanisms etc.
  • Contribute to situation/response analysis, and program design, working with the partner teams to ensure design is appropriate and implementable.
  • Support the Technical Advisors in the development of the EdTech components for project and donor proposals in close coordination with logistics, finance and awards units ensuring effective integration at design phase.
  • Undertake consultation with partners and support with partner proposal work.
  • Support partners and Area Offices to respond to new emergencies and spikes.
  • Regularly coordinate and collaborate with other Technical Advisors, Program Managers and program teams to strengthen programmatic synergies and impact for children.

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Other duties as assigned by line manager, the Senior Education Technical Advisor.

Working contacts

  • Internal (including Alliance): The post holder will be expected to work with senior management team, technical support, other Sector Advisors and Deputy Directors, Field Managers, Programme Managers & with staff throughout the programme, other IT/T4D Country Programmes, Regional and Global T4D/IT
  • External: The post holder will be expected to develop and maintain personal links and effective relationships with NGOs Forum, other INGOs, Partners & key stake holders, counterparts and government Authorities.

COMPETENCIES

  • A degree in Computing Sciences/ Information Technology or equivalent.
  • Minimum 3 years work experience in a similar role
  • Experience with digital and technology solutions for programming and up-to-date knowledge of the technology for development approaches
  • Experience working with users and other stakeholders in technology projects to translate their needs and goals for the technology use into clear, actionable technical requirements for system design, selection and implementation;
  • Ability and willingness to dramatically change work practices and hours and work with diverse community beneficiaries
  • Commitment to and understanding of Save the Children International’s aims, values and principles
