Activity Background FHI 360 is currently recruiting for the position of Deputy Chief of Party - Operations (DCOP-Ops) for an anticipated USAID Mental Health Activity (MHA) in Ukraine. This five-year, $50-$100 million program, will be anchored in the development of a modern, evidence-informed, integrated mental health system that creates a framework for services offered across all levels of care—from self-care all the way to specialized services. This system will champion enhanced accountability, efficiency, and transparency to effectively address evolving mental health challenges during the war and recovery. This position is contingent on donor funding. Job Summary The Deputy Chief of Party, Operations (DCOP-Ops) is responsible for supporting the Chief of Party (COP) in the overall financial and administrative management of the project. They will report to the Chief of Party (COP) and lead human resources, procurement, finance, compliance, information technology, security, and logistics. The DCOP-Ops will also support the COP by planning and directing schedules and monitoring the budget. They will provide day-to-day coordination of interdepartmental activities, ensuring completion of the project on schedule and within budget constraints. The DCOP-Ops will lead selection and evaluation of personnel to ensure efficient project implementation. They will work closely with the COP and other management staff to ensure financial, administrative, contractual, logistical efficiency and compliance. They will serve as a liaison between staff and the organization’s administrative and enterprise services to maintain smooth operations between headquarters and the field office. They will oversee financial and administrative reporting, track compliance with award requirements, ensure sound accounting practices and procedures are in place, and provide regular updates to project and FHI 360 leadership staff on project operations. The DCOP-Ops will participate in regular project planning and will implement successful strategies to improve the quality of services, productivity, and cost efficiency and ensure the best value is obtained for all goods and services. The position will be based in Kyiv, Ukraine. Ukrainian nationals are strongly encouraged to apply.   • Provide day-to-day overall finance and administrative management to ensure the project is implemented in an efficient, compliant, timely, and results-oriented manner.
  • Lead, implement, and monitor systems, services, staff, and budgets to achieve financial, administrative and project goals, including approving all expenditures relating to budgets.
  • Experience leading cross-functional teams and project activities from award through close-out.
  • Ensure all operational functions are conducted in accordance with FHI 360, USAID, and Government of Ukraine regulations and policies. Work with FHI 360 headquarter staff to ensure that such systems are established and led in accordance with FHI 360 global standards and procedures.
  • Participate in annual work planning and oversee financial planning, budget forecasting, ensuring FHI 360 standards for financial management are maintained.
  • Provide regular, high-quality financial information and analyses to the Chief of Party and FHI 360 leadership staff to inform programmatic decisions. Provide leadership and guidance on critical and complex budget, contractual and administrative matters.
  • Oversee the development and administration of sub-awards with local and international partners and establish and oversee systems for monitoring and managing sub-awardees financial and award performance.
  • Establish and maintain systems for monitoring grant compliance and reporting, as appropriate.
  • Collaborate with the COP to proactively identify opportunities for new project initiatives and funding to support them, including initiatives proposed by local partners to bolster their own staff’s wellness and mental health.
  • Recruits, orients, and supervises project staff to support project and ensure the completion of programmatic and workforce planning needs are met and achieved within budget.
  • Ensure expenditures are monitored monthly and that well- structured corrective action is initiated and tracked where required.
  • Provide leadership to staff to ensure the development of timely, high quality, and compliant financial reporting per organization and donor guidelines.
  • Collaborate with cross functional groups on matters concerning staff development that leverages international staff to mentor local staff to maintain project accountability and scale in the short term and fast track capacity strengthening for the long term.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Required Qualifications
  • Master’s degree or its International Equivalent in international development, business management or a related field from an accredited university.
  • Minimum of 12 years of experience of relevant management, supervisory and technical experience working on projects that are of a similar scope, scale and complexity.
  • Experience on USAID projects (preferably in similar position) and strong knowledge of USAID programming rules and regulations, grants programs, and monitoring and evaluation policies and procedures.
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project compliance and reporting and, more generally, proficient in applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
  • Demonstrated leadership, organizational development, partnership-building, managerial, teambuilding and communication skills.
  • Advanced skills in Excel, Word, and experience using QuickBooks or another computer accounting system.
  • Strong oral and written communication and interpersonal skills
  • Verbal fluency and written fluency in English required; working knowledge of Ukrainian is strongly preferred.
